Comprehensive Water Bill Heads to President for His Signature

May 22, 2014 - The U.S. Senate cleared a $12.3 billion water-projects bill today in a rare moment of bipartisanship. The bill, passed 91-7, is on track to become the first water infrastructure bill enacted since 2007. Senate passage sends H.R. 3080, the Water Resources Reform and Development Act (WRRDA), conference report to President Obama for his signature. The House voted 412-4 in favor of the legislation last week. WRRDA authorizes 34 critical Army Corps projects, streamlines the funding process to reduce project delays in the future, and requires greater portions of the Harbor Maintenance Fee (HMF) to be spent on the nation's ports. Under the bill, 67% of the HMF revenues must be spent on port dredging and maintenance in FY 2015, increasing incrementally each year until 2025, when 100% of the HMF revenues must be used for its intended purpose. Currently, only half of the $1.8 billion collected each year in the HMTF is being used for port maintenance. For further highlights, click here.
